  Action Plan of Shanghai for Persisting in Benchmarking Reform and Continuously Creating a World-Class Business Environment

  Being a spearhead in creating a market-oriented, law-based and global top-class business environment is a vital task assigned to Shanghai by the CPC Central Committee and the State Council. In 2024, Shanghai will insist on the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the Important Spirits of General Secretary Xi Jinping's Speech in his inspection of Shanghai and significant requirements of the instructions for the work of Shanghai, stick to system integration and continuous iterative upgrading, and treat marketization as a clear-cut main line, the rule of law as a basic guarantee, and the internationalization as a crucial standard. This Plan is formulated for the purposes of more effectively serving the construction of Shanghai into “five centers” and the improvement of the city's core functions, and continuously creating a world-class business environment featuring trade and investment facilitation, high administrative efficiency, standardized government services, and a sound legal system.

  I. Action of improving benchmarking reform

  1. Market access. We shall improve the quality of “Shanghai Online Business Registration” systematically and synchronously integrate the registration business of individual industrial and commercial households and farmers' professional cooperatives. The name declaration commitment system shall be fully implemented and the name-verification dispute resolution mechanism shall be improved. A standardized registration information database for corporate domiciles shall be set up, and depending on data verification, enterprises' domicile registration materials shall be simplified. Registration places for individual industrial and commercial residents in the service industry shall be provided after considering the construction of urban and rural community service systems. The identification and management of centralized registration places shall be standardized, and enterprises in centralized registration places shall be guided to operate in compliance with the law. Subject to the national institutional arrangements for recordation of the information on beneficial owners, recordation of the information on beneficial owners shall be executed in good time. Leveraging the national unified electronic business license system and the "identity code for business entities", we can promote the application of “one enterprise, one license, and one code” in an all-round way, and push out more forward-looking, leading and inclusive innovative application scenarios. Exploration shall be made for promoting automatic updating of enterprises' registration information in the business system of relevant departments after changes.

  2. Acquisition of business premises. By focusing on key fields such as the connection between construction permits and planning land approval, intermediary services, regional assessment, and land inventory system, integrated reform shall be deepened. “Unification of multiple examinations, integration of certificates into one, integration of multiple measurements and integration of multiple tests” of planning resources and the achievements of real estate registration reform shall be consolidated. The pilot program for reform of the architect responsibility system and the commitment system of enterprise investment projects shall be expanded, the insurance system of potential defects in the quality of residential projects shall be promoted, and the notification and commitment system shall be implemented on a pilot basis for general projects in the field of fire inspection. The service function of “one system” for approval of the whole process of engineering construction projects shall be iteratively optimized. The substantive construction of district-level examination and approval centers shall be deepened, and the results of the reform of “examination and approval to be completed in the center” shall be consolidated. We shall upgrade cross-departmental and cross-regional examination and approval services and collaborative handling processes, and promote data governance and interconnection between systems. Unified “one-stop” online verification platforms for due diligence on encumbrances, among others, shall be promoted.

  3. Public facility services. We shall build a unified underground pipeline database in the entire city, and launch the services of the Pipeline Information Analysis Report for roads around the projects. Construction of civil infrastructure, and comprehensive pipeline corridors, among others, shall be conducted in a moderately advanced manner. The reform of the approval mechanism for excavating and occupying roads shall be promoted in an in-depth manner, and the handling convenience shall be continuously enhanced. The key performance indicator system for power sustainability shall be established and improved, and relevant data shall be published on a regular basis. The regulatory policies for environmental sustainability in the water supply sector shall be implemented, and the information on water prices, water supply reliability, and water quality shall be published online in a centralized manner. The right of way for communication infrastructure shall be guaranteed, and communication infrastructure shall be incorporated into territorial spatial planning, detailed control planning and land transfer conditions, ensuring construction as much as possible. Remediation actions for broadband access to commercial buildings shall be continuously taken, fair broadband access to commercial buildings shall be further guaranteed, management from both project construction and operation shall be strengthened, and the relevant conditions shall be incorporated into the assessment of the business environment in each district.

  4. Labor and employment. We shall optimize and perfect the public employment and recruitment platform in Shanghai and boost the establishment of “human resources flagship stores”. Qualified districts shall be instructed to probe into the shared employment mechanism of the park and create a gig market with bright spots integrated with regional economic development and industrial characteristics. The establishment of harmonious labor relations shall be executed continuously and deeply. The mechanism for handling labor disputes shall be optimized and the efficiency of case handling shall be improved. “Reform of one-stop acceptance” of labor supervision and arbitration shall be expanded. The construction of expedited arbitration tribunals (expedited arbitration teams) for disputes over migrant workers' wages shall be promoted.

  5. Financial services. We shall implement relevant regulatory policies in green financing, secured transactions, electronic payment and other areas, and improve a sound implementation mechanism. The implementation of policies involving green credit shall be promoted and enterprises shall be encouraged to voluntarily submit ESG (environmental, social and governance) risk reports while applying for green loans. Enterprises shall be supported in applying for secured financing with accounts receivable, and organs and public institutions receiving requests for confirmation of rights as payers shall confirm the debtor-creditor relationship promptly. The long-term mechanism under which financial institutions have courage, wish, capacity and skills to lend shall be implemented, the efficiency of corporate financing benchmarking and loan approval and granting shall be improved, and the incremental expansion of inclusive loans for micro and small enterprises shall be promoted. The incremental expansion of the application of big data inclusive finance shall be advanced, and the “easy credit loan”, bank-tax Interaction, the construction of local credit information platforms in Shanghai, and innovation in product services shall be enhanced. We shall improve the functions of the Unified Registration and Publication System for Chattel Financing shall be improved, further enhancing the convenience of registration and inquiry.

  6. International trade. The construction of Shanghai's international trade "single window" shall be improved, services of the mobile client shall be upgraded, and a system for cross-border data exchange shall be established. Cultivation of and services for AEO (Authorized Economic Operator) enterprises shall be intensified, and the joint incentive measures shall be continuously promoted and implemented. The adoption of inspection results shall be promoted in a steady manner, and exploration shall be made for the pilot program of adopting bulk resource commodities. The port inspection process shall be optimized and the business models of advance machine inspection and automatic machine inspection shall be broadened. The access standards for rapid review of tax reduction and exemption shall be improved, and enterprises importing integrated circuits, new display devices, and maintenance aviation materials shall be guided to apply for tax reduction and exemption by the “rapid review plus ERP networking” model. The construction of systems such as intelligent cargo stations, import and export cargo inspection centers and AviPort at airports shall be sped up, thus improving the service capacity and information-based skills of airports.

  7. Tax payment. The transparency of tax collection and administration information shall be enhanced by disclosing taxpayers' opinions and suggestions on a regular basis and issuing the white paper for a tax business environment. We shall explore the establishment of an advance ruling system of tax affairs as well as working procedures. Deregistering the “One-stop Online Services” for enterprises shall be deepened, online rectification and declaration process of the e-tax agencies shall be optimized, the application of the “Direct Natural System Connection” shall be promoted, and one-click import of key data on the enterprise side shall be achieved, continuously improving the convenience of tax payment. The tax collection interactive services for the Golden Tax System Phase IV shall be effectively provided, and a new tax service model of “accurate forwarding, intelligent interaction, coordination of handling and inquiry, and whole-process interaction” shall be built. The summary hearing procedure of administrative reconsideration in the tax system of Shanghai shall be studied and specified. Accurate forwarding and publicity counseling of tax and fee reduction policies shall be effectively conducted, to achieve “policy looking for people”. The application of comprehensive digital e-invoices shall be continuously promoted.

  8. Settlement of commercial disputes. The diversified dispute resolution mechanism shall be improved, the functions of non-litigation dispute resolution centers at all levels shall be maximized, and a one-stop diversified resolution mechanism for litigation, arbitration, and mediation of foreign-related commercial disputes shall be established. The implementation of local legislative supporting policies of the Shanghai International Commercial Arbitration Center shall be promoted, and the building of an international first-rate arbitration institution shall be supported. The local legislative process for commercial mediation shall be promoted, commercial mediation shall be vigorously developed, the construction of a “one matter” platform for resolving disputes shall be optimized, and the number of cases in which commercial disputes are resolved through mediation shall be significantly increased. The construction of “digital courts” shall be accelerated, the intelligent trial assistance, whole-process supervision over litigation, online payment of fees, real-time tracking of handling progress, online inquiry of trial time and other functions shall be built in an accelerated manner, and the application in the field of enforcement shall be strengthened. The reform measures such as rapid judgment and “random automatic case classification system” shall be continuously optimized, the proportion of electronic delivery shall be increased, and key quality and efficiency data such as average time, cost, and case closure rate shall be publicized. Supervision over high-frequency assessment and appraisal matters shall be strengthened, and intermediary institutions shall be urged to regulate fees and diligently perform duties. The procedure guidance for parties shall be enhanced, and the application rate of small claims lawsuit shall be further increased.

  9. Promotion of market competition. We shall enhance the publicity and implementation of the Anti-monopoly Law of the People's Republic of China and supporting regulations, guidelines and instructions. The inclusive project of intellectual property public services shall be carried out, and public service matters in fields such as patents and trademarks shall be boosted to centralized acceptance. The mechanism for overseas intellectual property rights protection assistance shall be improved and the mechanism for lifting IP cooperative protection shall be set up. Special actions concerning patent transformation and application can be executed. We shall work on strengthening the chain and increasing the efficiency of intellectual property rights around key industries, and comprehensively carry out the filing of patented products. The special action of "Trade through One Network Platform" shall be implemented extensively by promoting data access, functional connectivity, and scenario integration of the overall and sub platforms. The system for ruling tendering shall be optimized and improved, and post-bid performance supervision rules shall be explored to establish. We shall enhance the benchmarking of the tendering system with systems from financial and tax departments and banks, promote the usage of electronic guarantees for bid bonds and performance bonds, and seek for the realization of online processing of electronic payment, electronic invoices, and electronic guarantees for government procurement projects. Special rectification shall be launched in government procurement by focusing on illegal and irregular behaviors such as setting differential discrimination clauses by purchasers, conducting arbitrary charging by agencies, and providing false materials and bidding collusion by suppliers.

  10. Bankruptcy handling. We shall make a sound mechanism for diversion of complex and simple bankruptcy cases, rapid trial of simple cases, and transfer of execution cases for bankruptcy review. We shall probe into the market-oriented support mechanism for out-of-court restructuring, establish a sound bankruptcy protection mechanism for micro, small, and medium-sized enterprises, and improve the service functions of the Shanghai Enterprise Reorganization Affairs Center. We shall improve the mechanism for repairing the credit of bankrupt and restructured enterprises. The online whole-process handling of bankruptcy cases in Shanghai courts shall be elevated, an online inquiry mechanism for information involved in bankruptcy cases shall be built, and the market-oriented operation mechanism for government departments shall be lifted to provide services to handle bankruptcy. An investigation on the composition of bankruptcy expenses and industry supervision mechanisms shall be expanded, and government-priced charging standards for judicial appraisal service projects shall be optimized. We shall fully advance the implementation of several regulations in Pudong New Area on improving the market-oriented, law-based enterprise bankruptcy system, and take an initiative in exploring reforms such as pre-reorganization, simplified reorganization, and application for the nomination of managers.

  Ⅱ. Action for improving enterprise services

  1. Government service. Corporate service matters shall be deepened and promoted to government service centers in all districts, and enterprises are supported to offer professional services in talent, financing, science and technology innovation, law and other aspects by government service centers under the jurisdiction of their districts, thus consolidating the online and offline assistance system. The "enjoy without application" system shall be ensured by promoting "enjoy without application" policies and services that benefit enterprises such as administrative payments, financial subsidies, and tax incentives. We shall continuously expand reforms such as "one integrated license", "efficient and effective handling of one matter", and notification and commitment system related to certification matters, strengthen data sharing, avoid repeated submission of materials, maximizing the convenience of enterprises and citizens. We shall create the service brand "zhihuihaoban", which will provide intelligent services such as intelligent pre-filling, intelligent pre-review, and automatic approval for enterprises and the masses. We shall keep on iteratively upgrading "suishenban" enterprise-side services to create an enterprise-exclusive space with directly policy access, service access and demand access. The "One-stop Access to Shanghai's Enterprise Services" shall be iteratively upgraded and promoted.

  2. Policy service. We shall study and set the whole-process working standard for policies benefiting enterprises, and improve the overall online and offline service process. The "one-window policy to benefit enterprises" shall be upgraded relying on the platform--Shanghai Enterprise Service Cloud, and the "policy supermarket" shall be improved, so as to realize one-window overview, newspaper reading linkage, and one-window query. AI technology shall be extended to achieve accurate push and declaration correlation, effectively improving the convenience of high-frequency policy declaration. The livestreaming platform for policy advocacy shall be established to encourage the policy interpretation based on corporate perspectives and market discourse systems. We, together with various associations and chambers of commerce, proactively launch a series of activities to interpret hot policies for various enterprises. The "service package" mechanism must be popularized and implemented well for key enterprises, and active responses shall be make to personalized demands of enterprises.

  3. Park service. The guideline for constructing and serving the business environment in parks shall be explored and formulated, parks (buildings) shall be instructed to continuously improve their professional service capacities, and "business environment demonstration parks (buildings)" shall be launched. We will implement policies to cultivate high-quality incubators and improve the efficiency of transformation of scientific and technological achievements. Parks are encouraged to innovate mechanisms and integrate resources, continuously perfect the guarantee of talents, land, funds and other elements, and comprehensively build a youth-friendly and family-friendly innovation and entrepreneurship ecosystem and environment for working and living. Enterprise service resources at the city and district levels are driven to achieve park empowerment, and public service sites in parks shall be explored to establish. By doing this, we can serve as the role of "waiters" who provide good and considerate services. The "last mile" of policy publicity shall be enhanced, policy entry into the park and other activities are organized and carried out, and the capacity building of grassroots policy service teams shall be solidified. Project introduction procedures shall be simplified for strategic reserve zones, accelerating the project implementation.

  4. Foreign-related service. We shall enhance the construction of "International Services Shanghai" by integrating diversified foreign-related service resources, and promoting the centralized release of foreign-related policies in multiple languages. The Shanghai Foreign-Funded Enterprises Standardization Collaboration Platform will be established to higher the public participation and openness & transparency of formulating standards. A special working team mechanism for major foreign-funded projects in Shanghai shall give full play to its role in intensifying services and advancing the implementation and construction of projects as soon as possible. The Shanghai City Promotion Convention shall be held to make a comprehensive promotion of Shanghai's first-rate business environment to investors domestically and internationally. To make it more convenient and efficient for expatriates, the single window for foreigners' work permit and residence permit, which only applied to Category A foreign talent, has now been extended to Category B in more central urban areas. The new-version "Five-Star Card" for foreigners with permanent residency in China shall be boosted to implement in Shanghai with more convenient application scenarios.

  Ⅲ. Action for monitoring the quality and efficiency of law enforcement

  1. Comprehensive supervision. Information disclosure shall be enhanced by means of publicizing the annual administrative inspection plans of each department in advance. New patterns such as one unified checklist, all-in-one inspections, etc., shall be explored. Taking random selection of subjects and inspectors and public disclosure in market regulation jointly with departments as a basic way, if two or more departments carry out different administrative inspections on the same supervision object and can be carried out simultaneously, in principle, cross-department joint inspections should be implemented no more than twice a year, apart from cases such as complaints and reports, assignments from superiors, transfers from other agencies, or special action deployments in key areas. The "check code" shall be popularized and applied to further standardize enterprise-related administrative inspections, and carried out the performance assessment of administrative inspections and supervision. The benchmarks for administrative law enforcement discretion shall be strengthened and perfected to deepen inclusive and prudent supervision. The scope of matters not subject to administrative penalties in accordance with the law shall be expanded, and standards for mitigating administrative penalties shall be refined. A list of key industry areas for cross-department comprehensive supervision shall be established with dynamic adjustments. Regulatory rules and standards shall be integrated in areas such as food, drugs, medical instruments, hazardous chemicals, gas, special equipment, construction engineering quality, and a collaborative comprehensive supervision mechanism between approval, management, execution, credit and other departments shall be set up with scenario application as a breakthrough. We will comprehensively promote the application of the city's unified comprehensive law enforcement system in law enforcement agencies at the city, district, street and town levels to achieve traces and traceable management of the entire process of law enforcement activities. We must strictly investigate and deal with illegal and criminal acts that affect the healthy development of the market and normal operations of enterprises, such as infringement of intellectual property rights, unfair competition, and duty encroachment, thus effectively maintaining market order.

  2. Smart supervision. Big data, artificial intelligence, IoT sensing, blockchain and other technologies are driven to empower off-site inspections to achieve "remote management","easy classification" and "early intervention". On the condition that off-site supervision can achieve the expected regulatory purposes and effects, on-site inspections will no longer be executed. For prepaid consumption areas such as beauty salons, sports and fitness with high credit risks and concentrated complaints, a comprehensive supervision risk point list shall be formulated and a risk-based early warning indicator system shall be set up, to effectively identify, perceive, advance warning, and discover and dispose of latent risks as soon as possible. We will create a digital market supervision system that connects standards from top to bottom, combines data vertically and horizontally, make a deep integration of intelligence, accurately perceiving situations, and collaborates regional demonstration.

  3. Credit supervision. We will improve the credit evaluation and the supervision mechanism for hierarchy and classification, and implement differentiated supervision measures. The linkage between corporate credit and law enforcement inspections shall be enhanced in the market supervision sector, In principle, active inspections shall not execute in enterprises with good credits, while "event-triggered" inspections shall be made based on clues such as reports, complaints, transfers (referrals). In terms of enterprises with average credit risks, random inspections shall be conducted in accordance with the regular proportion and frequency. For enterprises that are illegal and untrustworthy and have high risks, their proportion and frequency of random inspections shall be appropriately increased. Dynamic adjustments shall be made for the basic list of disciplinary measures for breach of trust by market supervision departments. We will improve the repair system for classifying public credit information, and explore convenient measures such as sharing information for correcting the dishonesty, intelligent pre-filling of application information, and real-time invocation of electronic seals. We will launch special actions to clear up delinquent corporate accounts, strengthen information disclosure monitoring, and incorporate information on delinquent accounts and dishonesty of government departments and state-owned enterprises into government integrity and state-owned enterprise assessments.

  4. Regulation of new industries, new business forms and new models When it comes to unclear or controversial regulatory responsibilities, the overall coordination should be solidified and the division of responsibilities should be clarified. We support food production shall be superimposed on the R & D center of food enterprise headquarters to conduct the new model of "R & D+production", achieving "one site for dual use" and "industrial upstairs". We work on promoting the system of not imposing administrative penalties and not implementing a list of administrative compulsory measures in terms of market supervision, thus continuously deepening inclusive and prudent law enforcement.

  5. Supervision and compliance guidance. The compliance management system will continue to be improved for small and medium-sized enterprises, regular "rule of law physical examinations" and "compliance physical examinations" will be boosted to guide enterprises to strengthen their own compliance construction. The compliance guidance for business entities will be enhanced in law enforcement areas such as public security, fire protection, ecological and environmental protection, cultural market, hygiene and health, and human resources and social security. Compliance guidelines for industries such as finance, intellectual property rights, artificial intelligence, medical and life sciences shall be formulated to guide enterprises to improve internal management processes and strengthen self-supervision. We shall conduct the pilot promotion of the "compliance notification system for new business entities", study and formulate typed effective compliance review standards, and unify and standardize acceptance methods, scoring systems, compliance standards, etc.

  IV. Regional benchmarking innovation action

  1. Building a comprehensive demonstration zone for business environment in Pudong New Area. We will keep on expanding import categories that are exempted from special management measures for compulsory certification, conduct pilot reform on registration of business scope, encourage and promote the formulation of joint standards by enterprises, and standardize and expand the application scenario of digital RMB. Pilot projects will be carried out for building the priority recommendation mechanism for mediation and intellectual property infringement disputes. We will explore the parties to foreign-related commercial disputes registered in Pudong New Area to independently agree to apply specific arbitration rules in Pudong New Area, and specific arbitrators will arbitrate relevant disputes. Additionally, we will probe into business environment optimization schemes to customize the entire industry chain for the development of the biomedical industry. A distinctive business environment for scientific and technological innovation will be continuously created in Zhangjiang Science City, major scientific and technological infrastructure will be driven to open to various innovation entities at home and abroad, and service institutions such as technology platforms, financial services, and innovation incubation will be gathered to create a first-class innovation ecosystem.

  2. Lin-gang Special Area creates a new highland for business environment and institutional innovation. The Lin-gang Special Area Cross-border Data Flow Service Center shall be the foundation of serving corporate data compliance exit. The Lin-gang branch of Shanghai Intellectual Property Protection Center shall be established and operated. We will build a one-stop service mechanism for localized case receipt and mediation, arbitration, and trial of foreign-related labor and personnel disputes within the industry-city integration zone of Lin-gang Special Area. Quality and efficiency shall be further improved in the legal service center of Lin-gang Special Area, and the channel connecting enterprises and legal service institutions within the area shall be set up. The regional evaluation mechanism shall be improved, and its results shall be put into use completely. The industrial chain, innovation chain, and service chain will be promoted to make an integrated development, and solutions to optimize the business environment of the entire industrial chain shall be explored to customize for the development of key industries in Lin-gang Special Area.

  3. Hongqiao International Central Business District creates a distinctive business environment for international trade. To improve the trade environment, we shall deepen the establishment of import trade promotion and innovation demonstration zone. We will promote Hongqiao International Central Business District to pioneer the radiation area of the "Silk Road E-commerce" Cooperation Pilot Zone and take the lead in piloting international high-standard e-commerce rules to explore new mutually-beneficial and win-win cooperation models. We will boost the building of Hongqiao International Business Talent Port, Hongqiao International Central Legal Services District and one-stop comprehensive service center for foreigners, as well as improving comprehensive services for enterprises to "go global".

  4. Each district will create a featured business environment of "one district, one product". All districts are encouraged to combine their own industrial development characteristics and work basis to carry out business environment innovation pilot programs in the fields of enterprise services, policy services, demand resolution, supervision and law enforcement, compliance guidance, financing docking, intellectual property protection, fair competition and commercial dispute resolution, thus creating an image for a featured regional business environment. Areas including five new towns, Shanghai Chemical Industry Park, Changxing Island are supported in strengthening industrial value-added services, thus creating a distinctive business environment.

  V. Action of jointly building a business environment

  1. Enhancement of the common cooperation among government, enterprises, society and universities. We will build a regular and institution-based communication mechanism for government-enterprise interaction, city-district linkage, and chamber of commerce collaboration. Relying on the forces of all sectors of society such as the media, think tanks, trade associations, and universities, we extensively collect opinions and suggestions on improving the business environment and the urgent, difficult and anxious demands of business entities, form a list of matters in batches, and work together to foster problem-solving. Management shall be strengthened on enterprise-related statistical survey projects, each district shall be guided to depend on the basic information platform of key enterprises in parks and buildings to strengthen enterprise-related data sharing, in order to avoid enterprises filling in multiple reports and repeatedly filling in varied reports.

  2. Enhancement of perceived experiences of the business environment. We will continue to conduct the activity that leading cadres do things according to procedures, enhancing their sensitivities of enterprises' services. The mechanism of being a "Business Environment Experience Officer" shall be improved and the "Business Environment Experience Officer" brand shall be continuously launched. We will give full play to the role of channels and platforms such as enterprise service hotlines, enterprise service clouds, and foreign-funded enterprise roundtables, take effective measures from demand collection, supervision and implementation, result feedback, incentives and constraints, and build an efficient full-chain closed-loop problem-solving and supervision mechanism. An evaluation of the effectiveness of business environment reform shall be conducted by selecting several high-frequency matters and enterprise-related policies.

  3. Enhancement of assessing and evaluating the business environment. We will proactively undertake national pilot tasks based on benchmarking the national business environment assessment. We will optimize the assessment of business environments in all districts, and make overall plans for level evaluation and work performance evaluation, effectively promoting development through evaluation. All districts are encouraged to explore experiences and practices in optimizing the business environment according to local conditions, replicate and promote them in a timely manner.

  4. Enhancement of co-constructing the business environment in the Yangtze River Delta. We will foster the integration of cross-provincial special windows and remote virtual windows in the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone, and expand the application of data sharing, thus boosting cross-provincial business collaboration. The functions of the "Credit Yangtze River Delta" platform will be perfected to solidify the connectivity and sharing of credit information. We will strengthen the construction of a unified credit supervision system and a standard system in the Yangtze River Delta, and advance the unification and mutual recognition of cross-regional standards. Joint mediation and collaborative arbitration of labor disputes will be propelled in the Yangtze River Delta. The cooperation in the protection of intellectual property rights and trade secrets will be extended in the Yangtze River Delta. We will make regular experience exchanges in business environment reform to promote mutual learning.

  5. Enhancement of business environment publicity and promotion. Publicizing and promoting the business environment will be incorporated into the key parts of Shanghai's publicity work. All-media publicity will be strengthened to further enhance the influence of the city's business environment. We will insist on conducting case selection and typical case publicity for business environment improvement. The establishment of a "media observer" mechanism will be explored to support the media in conducting various forms of business environment surveys, and objectively reflect the actual situation of Shanghai's business environment, which will concentrate on popularizing corporate emotions, typical cases, advanced deeds, etc.
